Electric Service Planning Application (ESPA)
The Electrical Service Planning Application (ESPA) is needed to obtain your permit and is also used by the design team to determine your power requirements. By signing the ESPA, Austin Energy signifies that it can provide the load, voltage, and type of infrastructure requested on the ESPA. Customers must provide the necessary infrastructure and follow all NEC codes and the Austin Energy Design Criteria.
Important Notes:
- A separate Electric Service Planning Application (ESPA) form must be filed for every address that will have an electric meter.
- You must submit the Electric Service Planning Application (ESPA) form in different ways depending on the kind of service you need. Find instructions for each at Apply for Electric Service under Types of Service.

Building Service Planning Application (BSPA)
If you are building new buildings in a residential project, download a Building Service Planning Application (BSPA) and submit it by email to Austin Energy BSPA ESPA.
Commercial Electrical Permitting Application
In addition to the ESPA, you may also be required to complete a commercial Electric Permitting Application for multi-metered commercial projects. You will need to include the completed form with the Building Plan Review package in your AB+C Portal intake request.

Austin Build + Connect Citizen Portal Intake Request Form
Refer to the Apply for Electric Service page for more detail. The Austin Build + Connect Intake Request submits your project to the Austin Energy Design department and also kicks off the application for your electric permit.

After you submit an Intake Request to Austin Energy, you will receive an email confirmation. Austin Energy will then review your request to ensure all required information is complete before assigning your request for review and approval.

Find your property’s jurisdiction and download an Address Verification Report at the City of Austin’s Property Profile map.
Add an address on the City of Austin’s Request an Address, Building, or Unit form.
Request a Service Availability Letter
This is not used for permitting. The Service Availability Letter confirms that your property is located within Austin Energy’s service area, and that Austin Energy can provide electric service to you. Lenders require the letter as part of the loan approval process for financing a new home purchase or a new construction project.
