Get Power to New Developments or Changes to Existing Electric Services

The Electric Service Planning Application (ESPA) is needed to obtain your permit and is also used by the design team to determine your power requirements. By signing the ESPA, Austin Energy signifies that it can provide the load, voltage, and type of infrastructure requested on the ESPA. Customers must provide the necessary infrastructure and follow all NEC codes and the Austin Energy Design Criteria.

Important Notes:

  • A separate Electric Service Planning Application (ESPA) form must be filed for every address that will have an electric meter.

Notice: permitting fees when working with Austin Energy

We want to inform you of some changes in design billing in the coming months. In the past, the utility would incur the costs if an Austin Energy design project required a Right-of-Way permitting and Traffic Control Plan review that is a part of Transportation and Public Works (TPW) that was formerly Austin Transportation Dept (ATD). Traffic Control Plans are generally needed on larger, more complex jobs and Right-of-Way permits are needed on any job that requires Austin Energy to do work in the right-of-way. Beginning April 15, 2026, Traffic Control Plan, Right-of-Way permit and/or TCP setup/break down fees will be included on your project's final design invoice if required.
